Meet the newest members of the GCB

Wanda Heise

Most recently Wanda served at Paxton Ministries ( Harrisburg, PA) as the Director of Social Services from January 1999 until June 2005. Prior to that Wanda was the Administrative Pastor at Harrisburg BIC for 3 years; had a Counseling Practice for 8 years; and has had various nursing jobs including the Harrisburg School District. She is also glad to say she was a stay-at-home mom for a time and is the proud grandma of Abigail and Alistair.

From 1973 to 1976 Wanda served in BIC missions in Nicaragua. She has served as a member and as a chair of the Paxton Ministries Board as well as serving on the Atlantic Conference BOD throughout the late 1970’s into the early 90’s which included serving as Secretary of the Atlantic Regional Conference.

A member of the Harrisburg BIC Church since 1971, Wanda has been a deacon, church board member, served on various commissions and task forces, taught Sunday School, ministered in the nursery, and was even an overhead projectionist!

Wanda has her M.S. in Clinical Psychology from Millersville University and her BSN from Messiah College. She is certified in Red Cross First Aid and CPR training (which could be beneficial if debate ever gets out of hand at GCB meetings)!

Wanda and Glen have been married for 35 years, have two daughters, one son-in-law, and two grandchildren. They are happily planning a November wedding for their youngest daughter.

Bill Strausbaugh

Bill Strausbaugh recently assumes the responsibilities of the Assistant Provost and Dean of Curriculum at Messiah College, after having served as Dean of Enrollment Management for the past 10 years. Prior to that Bill was the Assistant to the President for five years and before that he taught at Messiah as Assistant Professor of Computer Science.

A long time member of the Mechanicsburg Brethren in Christ Church, Bill has served on the church board at various times for a total of 15 years of service. He has also led the Boys Brigade, taught the college and careers Sunday school class, and been a small group leader and a greeter at Mechanicsburg BIC. Bill served the Susquehanna Conference as a regional conference representative for one 3-year term.

Bill completed his D.Ed. in Higher Education at  Pennsylvania State University, did Ph.D. coursework in computer science at Temple University, received an MS in Computer Science from Villanova University, and his BA in Mathematics from Messiah College. 

Sandra and Bill have been married for 26 years and have four children ages13 to 22 years. 

Becky Mashinter

Becky joined the Brethren in Christ when her husband, Charles, accepted the pastoral assignment at Wainfleet BIC in the early ‘90s. In 2005, Becky was hired part-time to administer Women’s Ministries at the church, after many years as a faithful volunteer. She has also worked at a Christian bookstore with managerial responsibilities.

Becky is described as intelligent, articulate, wise, and thoughtful. She understands the importance of healthy congregations and is whole-heartedly committed to advancing the ministry and programs of the Brethren in Christ Church.

She and her husband are the parents of four children, one of whom is deceased.

Darrell Winger

Darrell joins the GCB following a two-year stint as General Secretary. Prior to his position with the General Church, he served for seven years as Bishop of the Canadian Conference, where his gifts of leadership, administration, communication, and development in collaboration with his staff team, conference leaders, and pastors were greatly blessed.

As the "team" worked together in partnership with God's Spirit, the Canadian Conference enjoyed a deep level of unity and common vision. They welcomed 10 new congregational initiatives including church plants, adopted congregations, and satellite congregations, three of which were multicultural in composition. The Conference benefited from the resources of an expanded staff team and celebrated a 62% increase in overall giving to Cooperative Ministries.

As bishop, Darrell served on

  • the Leadership Council of the General Conference,
  • all the boards and committees of the Canadian Conference,
  • the General Conference Board for Congregational Life,
  • committees with the Mennonite Central Committee ( Ontario), and
  • as the Assistant Moderator for the 2000-2002 Biennium of the General Conference;

Prior to accepting the role of bishop, Darrell served as Senior Pastor of the Stayner BIC Church for seven years.
